This study investigated the contribution of community policing to peacebuilding in the Dire Dawa City Administration, Ethiopia. Despite the institutional adoption of community-oriented strategies, the city continues to navigate localized security challenges and social tensions that test the effectiveness of its policing model. The research employed a descriptive and explanatory research design, utilizing a mixed-methods approach to gather data from a sample of 300 participants, including residents across five selected kebeles, police officers, and advisory committee members. Data collection was facilitated through structured questionnaires, Key Informant Interviews, Focus Group Discussions, and non-participant field observations to ensure a comprehensive triangulation of results. The findings reveal that community policing practices encompassing philosophical, strategic, tactical, and organizational dimensions are moderately implemented. While the model has been notably successful in fostering social cohesion and reducing inter-community tensions, its impact on objective crime reduction is perceived as more gradual. A strong positive and statistically significant relationship was found between all community policing dimensions and peacebuilding outcomes, highlighting that philosophical alignment and strategic partnership are the strongest predictors of urban stability. However, the study identifies critical bottlenecks, including the persistence of traditional authoritarian mindsets among some officers, a lack of specialized conflict-resolution training, and chronic resource shortages. The study concludes that community policing is an emerging but currently under-resourced peacebuilding tool in Dire Dawa. It recommends institutionalizing “soft-skill” mediation training, leveraging digital technology for E-policing, and formally integrating the moral authority of traditional elders into the security architecture. Strengthening these areas is essential to transition the current model from a largely procedural partnership into a substantive, community-centered peacebuilding framework.

Inter-ethnic conflict occurs between two conscious groups that are the main causes behind it, &#13;
and it can be violent, conflictual, and destructive. The main objective of this study was to &#13;
investigate the nature of Jarso and Issa inter-ethnic conflict and cooperation in Eastern &#13;
Ethiopia. To achieve this objective, the study employed a qualitative research approach and a &#13;
case study design. The study used primary and secondary sources. The primary data was &#13;
collected through key informants, in-depth interviews, and FGD. To select key informants, in&#13;
depth interviews, and FGD discussants, non-probability sampling, particularly quota and &#13;
purposive sampling techniques, were employed. The thematic analysis technique was applied &#13;
to the analyzed data. The findings of the study show that before 1991, Jarso-Issa inter-ethnic &#13;
conflict was rare and individual issues were easily resolved through recognized local leaders. &#13;
However, the new system brought about after 1991 has remained mired in the formation and &#13;
implementation of borders between Jarso-Issa ethnic groups. Conflict has erupted along the &#13;
common border between those two groups since early September 2017, and the politicization &#13;
of ethnicity on both sides has widened the ethnic separation between the two communities. &#13;
The other main cause of conflict was resource competition, and territorial expansion has the &#13;
potential to exacerbate already high local tensions. In addition, the local authority &#13;
undermined the role of community leaders in conflict resolution. The actors involved in the &#13;
conflict existed. Moreover, the study revealed the consequences of the conflict as socio&#13;
economic, political, physical, and psychological. To manage and resolve the conflict and &#13;
develop inter-ethnic cooperation, Damina and Ogaz, as well as elders, played an important &#13;
role. Currently, Jarso-Issa inter-ethnic cooperation is on the way to a peaceful situation. &#13;
Finally, the thesis suggests that the political structure and resources of the state has to be &#13;
restructured in accordance with realities on the ground, the government empower indigenous &#13;
institutions in Damina and Ogaz, provide mutual projects, build common socioeconomic &#13;
infrastructure that serves both ethnics, and establish inter-regional policies or militias along &#13;
the border to foster harmonious cooperation in the study area.

Community policing has attracted increasing attention as a strategy to improve public security.&#13;
The adoption and implementation of community policing are expected to bring a paradigm shift&#13;
in tackling crime and anti-social behaviors. Despite the expected roles and benefits of the&#13;
strategy in maintaining community security, the number of crimes committed and insecurity&#13;
situations are increasing at an alarming rate in the study area. The purpose of this study was,&#13;
therefore, to critically analyze the community policing practices in Harar City, Ethiopia. This&#13;
study employed an exploratory method with a constructivist grounded theory orientation. It&#13;
employed a qualitative research approach. The study used both primary and secondary sources&#13;
of data that were collected using key informant interviews, focus group discussions, non-&#13;
participant observation, and desk review. The study participants were selected using a purposive&#13;
sampling technique in a non-random manner based on their experience in community policing&#13;
practices. The thematic analysis method was applied during the data analysis process. Ethical&#13;
issues were considered in this research from beginning to completion. The study revealed that&#13;
even if police officers have relatively better understanding of CP as compared to community&#13;
members, CP members in general do not have adequate knowledge regarding the concept of CP&#13;
and its practical application. It was found that there is a knowledge gap between what&#13;
community policing is intended to be in theory and how it is implemented in practice. Thus, most&#13;
of the CP members are practicing the CP initiatives without having a solid understanding of the&#13;
theoretical and practical aspects of the program. It was found that the status of police-&#13;
community relationships and cooperation is neither strong nor weak. This study revealed that&#13;
community policing does not deepen and cement practical cooperation between the police force&#13;
and community members to effectively maintain community security. As a result, intimate and&#13;
strong relationships and cooperation between the police and the community members could not&#13;
be established yet. The study also indicated that there are no regular and structured community-&#13;
police forums and that community policing is not effective in establishing strong partnerships&#13;
and integration with various stakeholders. As this study exhibited, while community policing&#13;
improved community security after it was adopted during its initial phase, nowadays, it could not&#13;
reduce crime rates and antisocial behaviors. The study showed that community policing&#13;
initiatives in Harar City have faced conceptual, practical, socio-cultural, institutional,&#13;
infrastructural, and political challenges stemming from the community, police organizations,&#13;
and government agencies. It can be concluded that CP did not create a context within which the&#13;
police force, community members, and various stakeholders cooperate each other over issues of&#13;
public security. Also, passing through induction process, this study came up with explanations,&#13;
or assertion between variables. Finally, as matter of coincidence, the theories which are&#13;
discovered in this study are more or less similar with the existing community policing theories.&#13;
The study, therefore, recommends that some tangible actions such as providing training and&#13;
awareness programs, fostering trust-building activities, supporting community empowerment,&#13;
establishing regular communication channel and feedback mechanisms, allocating resources,&#13;
and measuring and evaluating progress should be tailored to create cooperation among&#13;
stakeholders for the successful practice of community policing for maintaining community&#13;
security. Finally, this study needs to inform further research endeavors and policy decisions to&#13;
enhance the community policing initiatives to effectively address security problems in Harar City

As Dire Dawa is territorially coterminous with the Somali and Oromo regions, it became&#13;
a bone of contention between the two regions. Both regions lay their claims over the city&#13;
on the basis of ethnic territoriality. Previously Both Oromo and Somali experience&#13;
ongoing contestation about land, border, and identities. However, since 1991 the nature&#13;
and cause of the contestation among Somali and Oromo in and around the regional state&#13;
particularly at Dire Dawa city administration contestation have been transformed into&#13;
territorial and ethnic contestation. This study focused on assessing how inter-ethnic&#13;
contestation impacted the development of the city administration. It attempts to explore&#13;
the dynamics occur since 1991 in the city administration and also in what extent&#13;
interethnic contestation among Somali and Oromo impacted the development of Dire&#13;
Dawa city administration. This study has employed qualitative research design to&#13;
investigate the public perception of the impact of inter-ethnic contestation on&#13;
development in the study area. Under the qualitative research design the researcher used&#13;
the following method of data collection such as interviews (key informant interview and&#13;
in-depth interview) focus group discussion, and observation as primary data source. The&#13;
participants were purposively selected. Additionaly, Secondary data source were&#13;
obtained. Before data analysis, the researcher-created a collected data to be transcribed&#13;
and translated then organized data was triangulated, descried and analyzed through the&#13;
use of narrated analysis. It includes the finding of the research and also conclusion and&#13;
recommendation.
