The main purpose of this study was to examine academic performance of female students in primary&#13;
schools of harshin woreda, fafan zone, somali regional state. To conduct this study, descriptive&#13;
survey research design was employed. A total of 370 respondents (360 female students, 3&#13;
principals, 3 vice principals, 2 teacher representative and 2 parents teacher students association&#13;
heads was included in the study. school leaders were selected using purposive sampling while the&#13;
female students’ respondents were selected using simple random sampling techniques. The data&#13;
were gathered through questionnaire and interview. Data gathered through questionnaire were&#13;
analyzed using percentage, frequency, mean, standard deviation and one sample t-test. Data&#13;
obtained through interview and open-ended was qualitatively analyzed. Findings from the data&#13;
analysis revealed that female students’ respondents were decided agree score with regards to&#13;
society attitudes effects on female academic performance. The study clearly indicated that family&#13;
socioeconomic background, parental low income, economic status of parents was not helping&#13;
female students to motivated on their academic performance. In addition, female student’s teacher&#13;
relationship, level of parental education, absence of family support are some of the factors affecting&#13;
female students’ academic performance. Based on the investigated challenges in this study it can&#13;
be summarized that poor educational background of parents, female students self-stem, and&#13;
attitude for themselves was rated the most dominant challenges. Schools in collaboration with&#13;
woreda education office should create awareness among the community with regards to educating&#13;
female is all about educating citizen. Improving the female students‟ academic performance in the&#13;
primary school is not only the responsibility of parents, students, thus large community should&#13;
work on improving their academic performance.

This study aimed to assess the practices and challenges of block grant managemnt in&#13;
government primary schools in Harari, regional state. This study incorporated qualitative and&#13;
quantitative data. The descriptive survey research method was employed. Sources of data&#13;
were principals, department heads and PTSA members, woreda education and finance office&#13;
experts, and representatives from the REB. Census and random sampling was used in&#13;
selecting the participants. The data was collected using a questionnaire and interview guide.&#13;
The Cornbrash’s alpha reliability coefficient for the instrument was 0.83. The data obtained&#13;
through questionnaires were analyzed using descriptive and inferential statistics tools such as&#13;
frequency, Mean, combined mean, standard deviation, and independent sample t-test was&#13;
employed. The finding indicates that a lack of clear guidelines and knowledge among school&#13;
leaders regarding the block grant, absence needs assessments, scarce participation of&#13;
teachers in block grant planning, inconsistency in the number of block grants received by&#13;
schools and lack of transparency are identified in the practice. Regarding utilization, because&#13;
the grant is inadequate for the teaching learning process, it is not utilized in alignment with&#13;
school plans. Moreover, grants inadequacy in supporting teaching and learning processes&#13;
and their inflexible nature contribute to their overall ineffectiveness. The lack of an&#13;
accountant, cashier and auditor, significantly affects the control and monitoring of the grant.&#13;
The identified challenges were delays in the delivery of materials, poor quality of goods and&#13;
stationery, discrepancies between allocated grants and expenses, and inadequate training for&#13;
the PTSA in financial control. It is recommended that the Harari REB should evaluate the&#13;
practice of block grant utilization and develop new guidelines, create awareness of&#13;
responsible bodies, change the grant transfer system to a financial disumberssement, establish&#13;
a monitoring and evaluation system which makes change in decision-making system that&#13;
involves PTSA

The main purpose of this study was to asses current practice instructional materials distribution and utilization in government secondary schools of East Hararghe Zone. The study employed a descriptive survey research design. To meet already stated objective descriptive survey design is used to carry out this study. This is because the design helps to obtain firsthand information from multiple sources. Accordingly, the study was carried out on all five secondary schools of Bedeno and Gola Oda woredas. In this study, both primary and secondary data sources were employed. Respondents were selected by using a combination of simple random and available sampling techniques, 56 teachers, 5 school principals, 8 vice principals, 106 classroom representative students, 5 school pedagogical center (SPC) coordinators, 8 library and laboratories technicians and 2 WEO material distributor experts were used as the subjects of the study to obtain the necessary data. Accordingly the study involved all 190 respondents. Questionnaire, interview, observation and document analysis were the instruments used for data collection. The data collected through the questionnaire were quantitatively analyzed using frequencies, percentages, mean and standard deviation. The information obtained through open-ended questionnaires, observation, document review and the interviews were qualitatively analyzed to supplement the quantitative data. The finding revealed that: poor coordination skill of school leaders on controlling poor participation practices of stake holder in implementation system with accountability and responsibility infective, lack of training man power for warehouse personnel as a result there was lack of awareness, lack sufficient budget allocation of secondary schools, problem of the given attention from top leader, limited available of instructional materials and lack good planning activities in the area on distribution and utilization instructional materials secondary schools were series problems. Accordingly, conclusion drawn is that the role played teaching staff and non-teaching staff in practices of distribution and utilization instructional materials in secondary schools under study was low. Based on these conclusion, it is recommended that integrate continuous coordination school leaders skills on follow up implementation system with teacher and non-teaching staff participation, capacitating professionals through training man power assist users in putting these materials in to effective usage. To develop positive attitude towards the distribution and utilization of instructional materials, school leaders should work closely with community and stakeholders to improve facilities secondary schools of East Hararghe Zone.
