The purpose of this research was to investigate the challenges and opportunities in the implementation
of Strategic plan: The case of Dire Dawa City Administration Education Bureau. With this, an attempt
was made to forward possible solutions for the problem to conduct the study descriptive survey
research design was employed. The subjects of the study were:1Head of Educational Bureau, 1Deputy
Bureau heads, and 15Teachers principals supervisor development core process. 14 Curriculum
material distribution teaching learning and Evaluation core process, 20General educational quality
core process, 10planning and programmers’ Supportive process, 15Purchasing and finance
administration, supportive process,10Educational inspection supportive process. 5Secondary school
supervisors and 10 Secondary school principals selected by purposive sampling method. The data were
collected by using the questionnaire and interview. The instruments validity was tasted using cronbach
alpha reliability coefficient for the instrument was 0.994 the data obtained through questionnaires was
analyzed using statistical tools such as frequency, percentage, mean and standard deviation. The
findings indicate that educational bureau one of the key factors affecting the implementation strategic
plan is the level of participation of stakeholders. Therefore active involvement of stakeholders at all
level is emphasized. The study established that educational bureau head made an effort of including all
employees in the implementation of strategic plan to ensure that every one’s interest are met.
However, the study showed that most of time educational bureau lacked enough finances to implement
their strategic plan .which showed that lack of resources adversely affected the implementation of
strategic plan .the study educational bureau administrators should sanitize all employees on the
importance of strategic plans and mobilizes their support in their support in the implementation of
strategic plan. Finally based on findings, conclusions the biggest challenge in the strategic plan
implementation in educational bureau were adequate finance other notable challenge include the
problem of finance resources, leadership role, poor communication channels the least challenge
