Abstract:
The purpose of this study was to find out Growth and Transformation plan implementation in
selected woreda Education office of Guji Zone. These study attempts to answer basic
questions such as the extent to what educational indicators such as access, quality and
efficiency were achieved in the implementation of growth and transformation plan, resource
that affect the implementation of growth and transformation plan and challenges faced in the
implementation of growth and transformation plan. Descriptive survey design was used in
this study. The study conducted in six woreda education office. These sample woreda were
selected by two sampling techniques such as stratified random sampling technique and
available sampling technique. The study participants comprised of 6 woreda Education
Office head, 6 woreda Education Office v. head, 24 process owners,1 Zone Education
department head, 57 experts and 5 Zone Education department experts by available
sampling. The data were collected by using questionnaire, document analysis and interview.
Both quantitative and qualitative data analysis were employed in order to reach at results.
The quantitative data were analyzed using percentage, mean, frequency and t- test. The
qualitative data were narrated with the information obtained through open ended
questionnaire and interview. The finding indicates that the extent to which educational
indicator achieved and most of the target set to attain educational access, quality and
efficiency were not successful. Finally, the analysis of data indicated inability of achieving
significant implementation of growth and transformation plan due to the less achievement of
educational indicators, less special need education, low Net enrollment rate, low Gross
enrollment rate, lack of supporting education by radio and ICT, high dropout rate, lack of
time and information resource, lack of school cluster resource center, lack of monitoring and
evaluation, problem of communication channels, lack of information and orientation and
problem of indentifying needs are the main challenges that lowered the achievement of
growth and transformation plan implementation. The study recommends that leader should
sensitize in the implementation of plan. Government should also facilitate different NGO and
investor to ensure funds to be disbursed to each woredas. Zonal education office, OEB and
other stakeholders must be encouraged to work together to increase awareness. Include that
woreda education office leaders should develop participatory planning and giving specials
attention on woreda education office expert to capacitate their potential through in service
training.
