PRACTICES AND CHALLENGES OF HUMAN RESOURCE MANAGEMENT IN SECONDARY SCHOOLS OF EASTERN HARARGE ZONE, OROMIA REGIONAL STATE

Abstract

he intention of this study was to assess the practices and challenges of human resource management in government Secondary schools of Eastern Hararghe Zone. To conduct this study, descriptive survey design was employed. Among the 64 government Secondary schools found in the Zone, 7 of them were selected randomly as sample schools. The sample of participants were 153 teachers and 33 administrative workers have participated in the study through available sampling technique. The 11 principals were included as interview respondents using available sampling technique. Questionnaire was used as main tool of data collection. Interview and document analysis were used to gathered data through questionnaire. Frequencies, percentage, mean and independent t-test was utilized to analyse quantitative data gained through the questionnaire. The qualitative data gathered through interview and document analysis were analysed by narration. The findings revealed that the ratio of teachers per subjects teachers was not balanced in selected school of the study area, school leaders did not support teachers on classroom supervision for the performance growth, leaders did not organize the staff in conducting conferences in their school, lack of plans that enable the management to work on it. So, human resource management was a requirement to be practiced in schools as a means to meet the individual needs of the teacher and administrative worker for the sake of training improvement
