Abstract:
The purpose of this study was to examine the practices and challenges of human resource development in public secondary schools of Eastern Hararge Zone. To conduct this study, descriptive survey research design was employed. Among the 54 public Secondary schools in the zone, 6 of them were selected randomly as sample schools. The sample of participants were 156 teachers and 6 School Principal, 6 Supervisors, 14 zone education office teachers development experts and 25 woreda education office, teachers development experts. Teachers were selected using stratified random sampling and zone and woreda education office teachers development experts were selected using availability sampling whereas, school supervisor and principal were selected through purposive sampling techniques. The data were gathered through a questionnaire and interview. Data gathered through questionnaires were analyzed using percentage, frequency, mean, and standard deviation. This study tried to fill the existing gaps on the practices and challenges of Human Resource Development. The results of the study revealed that the practice of Human Resource Development, in the selected public secondary school has an impact on the quality of education, knowledge transfer, and skills. The result of extent need assessment conducted by secondary school for Human Resource Development was at a medium level under the study area. The study identified poverty and backwardness of technology in public secondary school , absence of planning and clear training objectives, lack of clear human resources development strategy, poor database management on human resources development, giving attention to other activities rather than training and development of teachers due to lack of time, paying attention to professional development and financial Problem as major challenges encountered during the implementations of Human Resource Development under the study area. Based on the summary of major findings and conclusions made, recommendations were forwarded for teachers, school supervisor, school principals, Woreda and Zone education office
