Abstract:
This purpose of this study was to investigate the implementation status, strategies, and
challenges of Education Management Information System in Harari People Regional State
Education Bureau. Convergent parallel design of mixed method research was used to address
the objectives of the study. The quantitative data were collected through questionnaire from a
total of 86 respondents in the regional education bureau taken through census while the
qualitative data were collected from purposively selected 17 participants in the semi structured interview and 44 respondents out of the 88 who responded to open-ended-items
included at the end of each questionnaire. The quantitative data were analyzed using
descriptive statistics such as Frequency, Percentage, Means, and Standard Deviation while
the qualitative data were analyzed using thematic analysis and eight major themes emerged,
then merged with the quantitative results. The findings of the study showed that the current
status of the EMIS implementation in the education bureau is found to be average. The study
also found out that the strategies being used in the implementation of EMIS in the regional
education bureau are in a better condition. It was also uncovered that the implementation is
entangled with a number of challenges. Based on these findings, it can be concluded that
EMIS implementation in the region has a sound reputation though it is centralized in regional
office. Hence, it can be recommended that the federal government and regional education
bureau are supposed to support the implementation of EMIS.
