Abstract:
The purpose of this study to identify factors that affecting managerial functions in Government
secondary school of East Hararghe Zone, Oromia regional state. To this end, a mixed research
design was used and both quantitative and qualitative methods employed. Out of 20 woreda
selected 6 woreda and each woreda one secondary school were selected through purposive
sampling techniques. 74 teachers and 49 management team were used as primary source and
secondary data source were school reports and mint. Data for the studied were collected
through questionnaire and semi-structure interview guide. Data collected were analyzed by

used percentage, mean, weight mean, and t-test. The results of the study finding that majority
of management team qualifications were found below the required standard set, the most of
the management was getting their position appointments by higher authorities and political ac cepted and secondary school educational manager mostly used autocratic management style to
influence teachers’ performance, And then concluded the most major influential factors that
affecting managerial functions were, lack of experience, lack of adequate training, lack of
commitment and lack of school resource . From conclusion it was recommended that is provid ing opportunities of training for unqualified educational managers to build their professional
development, by conducting research skills and solve the factors that affecting managerial
functions of resource mobilization, allocation and utilization in secondary school of east Ha rarghe zon
