Abstract:
The objective of this study was to assess the practice and challenges of managing educational
materials in government secondary schools in Haramaya Woreda and Town. The study
focused on material management functions such as planning, purchasing, distribution, and
control, as well as the challenges faced in effectively managing and utilizing educational
materials, and the implementation of policies and guidelines. A descriptive survey design was
used to obtain firsthand information from multiple sources and meet the stated objective. Four
groups of respondents participated in the study, including teachers, school leaders, school
support staff, and town education experts. Four schools were selected as study areas, with
respondents chosen through purposive and random sampling techniques to ensure relevance
and adequate information gathering. The study involved a total of 90 participants, with a
sample size of 53. The study revealed inadequacies in stakeholder participation and the proper
implementation of integrated material management functions. Availability and simple random
sampling techniques were also employed. Data were collected through questionnaires,
interviews, and personal observations. Quantitative analysis using SPSS was conducted on
questionnaire data to determine percentages and mean values, while qualitative analysis was
performed on interview responses and observations. The study revealed that stakeholder
participation in the material management process was inadequate, and integrated material
management functions were not properly implemented. The lack of training and continuous
supervision in educational material management posed significant challenges. Findings also
indicated a fragmented approach to material management across the schools. Based on these
findings, the study recommends capacitating professionals through training to enhance
effective usage of educational materials. School managements should foster a positive attitude
towards material management and utilization by working closely with the school community
and stakeholders. Additionally, concerned bodies should design an organized and integrated
education materials management system to ensure proper utilization and management of
materials.
