education office heads, process owners, experts and implementers as well as elementary
school principals and teachers. Hence, the number of respondents involved in this study was
294 who were selected using simple random sampling and purposive sampling techniques.
The data were organized in a way relevant to answer the research questions raised in the
statement of the problem by using the data as interval level of measurement . descriptive
statistics such as mean, percentage and frequency to analyze the opinion of respondents on
the success and challenges faced by WEO in the implementation of BPR.. For the parametric
independent t- test, The finding of the study indicated that BPR has brought some changes in
the availability of change management system, ICT utilization and unfair of customer
handling mechanisms. However, availability of resources, support from top management
and poor communication & commitment were found to be the major factors that hinder the
successful implementation of BPR in the study area., Therefore, it was concluded that unless
proper full scale implementation, monitoring and evaluation were conducted and
appropriate measures and strategies were timely taken and put in place, the challenges
occurred during implementation impede the system’s transformation efforts underway in the
education offices. Finally, it was recommended that Gebirsu zone Educational offices should
deploy the right people for the process and woreda education management should create
open door policy of communication and provide continuous training for employees
